My lifegivers, I know you will be surprised, but I decided to abandon Vancouver and the North American West coast, hop on my ADZELgot covert travelling machine to journey on to Paris, this earthly renowned city in this country called France. It is where I hope to meet up with Henry Dimplefink. I have been in touch with him since those two nights of our encounter in Dallas, but he has not responded to my messages recently, so I am a bit worried about him and feel that I need to find him in person.
As I wrote in my previous email, this COVID-19 pandemic is ravaging the whole Earth, with no place to run to. Many countries have shut their borders, not to mention some countries who have practically imprisoned their citizens. And all in the name of security and safety.
I must, however, tell you a funny story about the way the French government is organizing the confinement and permissions to go out. You see, according to confinement laws, the people have the right to be outside of their homes for one hour per day, to do their shoppings, and eventually sports activities. They are also forbidden to venture too far from their place of residence (I think about 1 kilometer, a standard unit of measure here on Earth, which is roughly equivalent to our zibar). But the catch is that before you leave your home, you are expected to sign a text certifying the time that you have left your home, and where your home is. So you are expected to carry this paper with you, and if the police stops you to check, you are expected to show them this piece of paper.
I cannot figure out the reason why we have to do this. I mean, if the officer stops me, I can tell her/him just as easily where my place of residence is, and what time I left my home. Furthermore, most people have an official identification document which mentions their place of residence. So I asked one of my neighbors, whom I talked to across the hall, and he admitted he did not know the official reason. In fact he said that he, along with many French people, had stopped taking the authorities seriously. Don't get me wrong, they take the pandemic very seriously, but the authorities have discredited themselves too much. Initially the health minister said that she did not expect the infection to make too much dent in France, then faced with a shortage of masks, the authorities, instead of admitting the problem, just came out and said that it is not very useful (only to revise their views later, without regretting their earlier comments). Then declaring that tests are not useful unless you are sick (again only to reverse themselves later without regretting the past).
So it is a bizarre atmosphere here, but to come back to the mystery related to the need for a signed certification, I must say, I have not found the reason yet. Some people, however, start saying that the note is forced upon the citizens so that the authorities can have an evidence in case they want to prosecute someone. That is, if you have a hand written note that they can prove you have lied in, it is an offence, whereas they cannot really prove much if they trust your word.
I don’t know if that is the reason, but if it is, it would be a sad thing, because the state does not trust its own citizens!!!
